Ahem! I don't think so!

The speed of light through fibre or copper is significantly less than the
speed of light in a vacuum - the refractive index is different.

However, as far as the speed of light through fibre and copper are concerned,
I believe that they are broadly comparable - but I doubt that they are 
identical.

The speed of light depends on the medium it travels through - try sticking a
spoon in a glass of water.
