It is possible to do what you say.

We are just now working on these IAs in the Frame Relay Forum.
Since the two are so similar, perhaps we should consider a joint
Voice Over ATM/FR technical committee.

You will see proprietary voice over ATM  many many months before
there is standard voice over ATM - my opinion.
