ATM for PBX question

How will ATM be used by PBXs?  My first naive thought was
that the PBX would use a VC per phone call.  However, this
really seems impractical.  A second naive thought
is that a PBX may open a CBR VC with each switch partner
(e.g. one for the public network switch, and one for each remote
private switch in the organization's private voice network).
The connections would be sized (in terms of bandwidth) to be able
to carry the number of required conversations.

I would apprciate it very much if someone who has some real understanding
would give us a high level overview of what might really be appropriate for
PBX conection via ATM.
