I prefer to call UBR a "worst effort" service, while ABR is a "best effort"
service.  The original use of "best effort" to refer to UBR was in the same 
sense as a "real soon now" delivery, or as in "I'll make a best effort to do 
this, after I watch the football game, drink some beer, go on vacation, get a 
promotion, and win the lottery."
