we have done interoperability test with number of ATM switches
and found that for an edge device to successfully perform the
ILMI Address Registration, the LANE must be turned off.
(By the way, the interop was with our own UNI signalling
stack(v3.0 and v3.1).)

Basically it seems like that LANE auto-detect or address
registeration is at fault here. Now, I think that ATM switches
need to disable LANE (per port) when they receive GetResponse
for a LANE request that indicates noSuchName.
They could re-enable LANE when a ILMI ColdStart trap is received.
