  I cannot speak for other manufacturers ot ATM equipment, but this
is exactly why our APON chips implement encryption at the 
physical layer itself.  This is obviously needed when the 
tranmission path is intrinsically broadcast, but may also
be applied in point to point if tapping is seen as a 
possible threat.
