DS3 vs DS3 PNNI

Can some one explain to me the difference in functionality between 
connecting ATM switches with say  DS3 vs DS3 PNNI. DS3 in my thinking also 
has all the payload VCc's as well as VCI carrying the signalling between the 
switches or is it this is not correct ?.
