I have run into this mis-pronounciation as well both as a consultant and
as an educator.  I suspect that the origin is rooted in the term "rate
adaption" which is the term used to denote techniques for adapting
sub-rate streams into 56/64 kbps circuits.  Note that even here,
"adaption" is not a real word and should be adaptation but engineers are
not noted for their repartee.
