NT-based ATM NIC/SW for non-IP/non-AAL5?

Can anyone recommend a NIC/software combination for a x586/NT-based
platform that would allow one to do some experiments with QoS, UPC,
and CAC over UNI 3.1? So far the stuff I've looked at all do AAL5
onboard, and the only software (as near as I can tell from the docs
I have available anyway) are hooks into the IP stack for Winsock.
I'm not expecting high performance throughput, I'm just looking for
an API that I can use to do some experimentation. Thanks for any
suggestions (and if I find anything good, I'll summarize and post.)

(Yes, I have access to an ATM tester; I'm not looking to duplicate
its functionality.)
