In UNI3.1, i dont think there is  information element for specifying  the 
stingent requirements of the QoS. I think, depending on the QoS class these 
parameters have some service provider defined values.

In UNI 4.0, a new information element  "Extended QoS Parameters " has been 
added, this can be used to specify the values for
peak-to-peak cell delay variation and Cell Loss ratio.
