ILMI MIB and AToM MIB objects

Do the AToM (RFC1695) objects:

        atmInterfaceConfVpcs and atmInterfaceConfVccs

have the same semantics as the ILMI V4.0 MIB objects:

        atmfAtmLayerConfiguredVCCs and atmfAtmLayerConfiguredVPCs

The ILMI MIB description refers only to "permanent" connections, 
and the AToM MIB description refers to "switched" and "permanent" 
connections.

The similarity of the names implies that they were intended to 
have the same semantics, but their descriptions contradict this.

Can anybody shed some light on these objects?
