  In NIST ATM Simulator, the MACR for each output link is 
  initialized by the 'Target Rate' of switch. 'Target Rate' represents
  the ABR portion of output link. NIST ATM Simulator sets 'Target Rate' 
  as 85%-95% of the link capacity.
