To my understanding, US proposed something like 64 octets for payload and
Europe proposed something around 32 octets. They argued about these numbers
for a quite while, say, 64 is too large to be efficient for a cell; 32 is
too small to have too high payload/overhead ratio,  until they settled down
to a trade-off number of (64+32)/2 = 48 octets. Considering 5 octets for
overhead, the size of a cell is 53 octets.
