In ATM, misordering of cells is not at all allowed, even if it is at the
cost
of *dropping* cells.  Misordering could be detected in AAL5 connections
through
CRC verification, but if the connection type is AAL1, then it is going
to be
problematic.

Requirement (R-104) in the latest specs. (af-phy-0086.000) answers this
question.
