Can I intercept the packets sent by protocol drivers ???

1. We would like to write a driver on Windows-95 to intercept the =
packets sent by protocol drivers. I mean, I would like to develop "new =
driver" as shown in figure. That is, all packets sent by Protocol =
drivers to Ethernet driver will be intercepted by the "New driver". Is =
this possible?

If the answer is YES, is there any sample application.
