public NNI signaling

Hi,

I'm working on a presentation of ATM signaling for university. There are
tons of information about signaling at the UNI and private NNI. But what
about the public NNI? I've heard of the B-ISUP and SS7 but I can't get
them together with
public NNI signaling. Probably it would be too much work for you to
explain, so I would be thankful if you could answer the following
questions:

1. Why is public NNI signaling so different to the other signaling 
   specifications? 

2. Where can I get download a free and understandable 
   documentation on B-ISUP (I've been looking for days)?

3. In how far does the SSCF for UNI differ from that for
   private NNI?
