Well, yes and no.

It doesn't mention it specifically, but if you set it to "VBR with
a single bucket" that means you're specifying PCR for the VC while
leaving any notion of SCR unstated.  That does limited UBR very
nicely.

Right, that's what I meant (and what I do).

MCR.  It used to be called UBR+.  The current name is
GFR (Guaranteed Frame Rate).
