Most Siginificant Octet ----------> Least Significant Octet
1 Octet:       IDP -------->     39
2 Octets:     DCC ------->     124F
1 Octet:      DFI -------->     80 or 81   ( if 80, then 2 reserved octets
of 0s and 4 octets Routing Domain follow the Org ID)
3 Octets:    Org ID ----->     xxxxxx
12 Octets:  Org specific   ( unless DFI is 80)
1 Octet:     Selector

The ICD is really global and not country specific. It is similar in field
structure to the DCC. The IDs are administered globally by the British
Standards Instititute.
