Most recently it was used by marketers to distinguish between
parameter-based service differentiation (like ATM, or RSVP) and simple
classification with a small number of classes based on, e.g., the IP ToS
byte with its pre-diffserv syntax.  As far as I can tell that use of COS
is disappearing again.  I generally say "service differentation" when I
want something generic.
