Wanted - succinct definition of SCR and MBS

Would someone like to volunteer a succinct one-liner definition (if it is
possible :-) ) of the Sustained Cell Rate (SCR) and Maximum Burst Size (MBS)
traffic parameters ??

ITU-T I.371 5.4.2 kinda tries to define them both together (mixing in PCR
too :-( :-) ) , but I'd like some more human-friendly defs to put in a
document.

Any thoughts etc would be appreciated.
