  Physical channel has a portion of the transmission capacity of the link
all the time, whether it has data to be sent or not. The user who has the
channel has to put the data when her/his turn comes in.

In ATM word, connections are “virtual” in terms of transmission capacity.
Each channel does not occupy a portion of the link capacity, instead users
of the channels  put their data (whenever they happen to be) to the link on
demand.
