For VPI = 0,  the first 32 VCI's are reserved (0 - 31).  The first
sixteen (0 - 15) by the ITU-T, and the second sixteen (16 - 31) by the
ATM Forum.  The ones I am familiar with are:

 3 - OAM
 4 - OAM
 5 - QSAAL
16 - ILMI
17 - LANE
18 - PNNI
