Have you throttled the ATM25 NIC to less than 800kbps and the server side to
less than 8Mbps * - perhaps long cell bursts (~200 cells for an MTU of 9188)
are overflowing the downstream/upstream bufers on the ATU-R/C if the
bandwidth is set greater than that actually available.

* it might be a good idea to check on the management system what bandwidth
you are actually getting - or are you still in a lab environment where you
expect to get the full whack?
