If I've understood your question, you're asking if it is posible to
transmit data over a VCC which is not contained in the VPC on which
signalling messages are carried...this is called non-associated
signalling.

In UNI 4.0 non associated signalling is supported, thus the data VCC can
be on a different VPC than the signalling. You can find any information
about associated signaling in ITU recs Q.2931.
