Odetics Telecom makes a box we call a Rate Converter, which does DS3/OC-3 conversion for ATM to solve exactly the problem you have.

Is there a stand alone device that connects converts a DS-3 signal into an
OC-3?  I am looking for a interum solution to place between an inline DS-3
and a 3COM ATM switch with an OC-3 interface.
