That would be the wonderful Microsoft NT socalled operating system.

A netware server running 2 Madge ATM Nics will do >200Mbps - when I was at
Madge we tested it - the same machine hobbled with NT just about managed
bandwidth on one NIC - as long as it wasn't doing anything else - including
running a screen saver!

However it is true that a PCI architected PC will have big problems dealing
with a 622Mbps NIC. I believe the SUN 622 Nic only actually does
300-400Mbps and I'd be very surprised if a PC could go faster than a sparc.
