UNI 3.1 and VPCI/VCI negotiation

Hi folks,

In the "Cause" information element, one of the values (35)
means "Requested VPCI/VCI not available."

I thought VPCI/VCI values are not negotiable between the
User and the Network and I dont find an IE in the SETUP
message that would indicate that the User can request a
VPCI/VCI -  which means this element can not be sent in
the Network->User direction. Is that correct ?

Can the (calling/called) user, refuse a connection using
this value ?
