Hello !
I donīt know if this the exactly answer you need but I think it
could be and answer.
The Signalling System number 7 (SS7), in its beginning,
it was designing to work in Synchronous Transfer Mode (STM) like
X.25. So it lower layer were called Message Transfer Part (MTP)
like it was defined for the ITU-T in Recomendation Q.700-Q.703.
Now, SS7 has to sopport ATM so the lawest layers was changed for
ATM lowest layer that is Phisical, ATM and AAL. In the AAL layer,
his SSCS sublayer was specially made to sopport signalling so the
layer it was called Signalling AAL (SAAL) (Rec. Q.2130,Q.2140).

I hope it has been helpful for you and if you have any other
question please asked it to me.
