[Q] Where does QoS function reside?

Hello.

Would you do me a favor?

I've been studing on the layer concept of B-ISDN.

However the location of QoS management is in another plane named "QoS
maintenance plane" and the actual functions would be appeared above the Link
layer(layer 2) 'cause QoS control is accomplished with the basis of VC.

Am I right?
(I want to get affirmation from experts.)

if QoS is needed at the layer of AAL or ATM, what is it for?
(In I.363.5, it describes that "AAL user selects the QOS provided by the AAL
through the choice of the AAL-SAP used for data-transfer". I think QOS (SAP)
is selected as the result of CAC and with the information from layer 3. Am I
right?)

Would you give me some information on above issues or some materials?
