VBR VC or CBR VC ?

Hi all,
        Iam doing study on CAC (call admission control) for VTOA.
I've few questons and i'll be glad if anyone answers these.

1) Shall a VC be treated as VBR VC or a CBR VC if iam trying to carry
voice over ATM using AAL-2 (please consider QoS and Bandwidth efficiency).
	If i select the first option how can i guarantee QoS to the user
at VP level.

2) Does any of the switches have the capability to do Dynamic
renegotiation of bandwidth. If no... why and if yes, how often and on what
basis?

3) I suppose there exist codecs which can adaptively change their rate. Is
there any kind of implementation (or study) which makes use of this
property for bandwidth/traffic management ?
