I think you can have three options, when interconnecting two private ATM clouds
over public infrastructure:

1) the provider (rather a LEC then ISP) will give you an ATM VP, you will 
tunnel
your ATM SVC through it, having one LECS databaze for both clouds

2) the provider (again ...) will give you an ATM SVC service (which is not 
probable, but in US possible, I guess), then he will somehow route your calls 
between your two clouds, having again one LECS database on your equipment in 
one
of your clouds
 
3) if you really want to use ISP, then you will have an IP service between your
ATM LANE clouds e.g. doing IP routing between your clouds with two quite 
independent LECS in both ATM clouds

but you can not have one device with two LEC connected to two different and 
independent LECS databases...
