ATM over Multiple T1

Apparently there is an RFC that describes ATM over multiple T1 Spans,
but I am not able to figure it out. It seems to be some kind of cheap
solution to get access to ATM over Multiple T1. This seems pretty clever
since it avoid the expensive OC-3 connection  and I would like to
investigate for implementing this feature in my product, but I can't get
a hold of that RFC.
Has anyone come accross this RFC? I'd like to take a look into it.
