e.164 specifies country codes.  within each country a numbers authority
specifies the rest of the number.  in area 1 there are no country codes
since all nations in this area use a uniform numbering plan: the north
american numbering plan (which interestingly excludes mexico which is
part of area 5 - latin america) in which numbers are administered by
bellcore.
