 Definitely possible, at least with Cisco Cat5K's ATM LANE modules WS-X-515[3-8]
and special ATM module software from Cisco. The whole stuff supports traffic
shaping, thus allowing building QoS-reserved VLAN along with traditional 
LANE 1.0 VLANs.
