an emulated lan can be implemented as a virtual lan as you suggest, but
if you have multiple emulated lans then you have multiple virtual lans
and separate lans are interconnected through a router.

as far as inter-elan connection being beyond the scope of lane:  since
lane is, after all, concerned about a given lan it is a layer 2
oriented protocol.  interconnecting lan's is a layer 3 matter so it
makes sense for the lane authors to declare layer 3 issues as being
beyond the scope of the lane document.  where you would see the issue
that you raised addressed is in the mpoa document.
