Qos in ATM

I've a question about QoS in ATM.
ATM Forum defined some QoS parameter: Peak-to-peak Cell Delay
Variation,Maximum Cell Transfer Delay, Cell Loss Ratio that can be
negotiated during connection setup.
My opinion is that ATM is still solving traffic management (sharing
and allocating bandwidth, congestion control and so on) and that QoS
parameter are defined but never used.
E.g: suppose that two connection of the same class (CBR) are required
with the same traffic parameter (PCR and CDVT) but with different CLR.
Does it exist any ATM switch which will allocate more internal
resource (memory, bandwidth,...) to satisfy the higher CLR?
