   Unlikely to be of use, but it's a Bellcore phrase for Network Equipment-
Building System.  Basically a set of environmental requirements for
telecommunications equipment (electrical safety, grounding, illumination,
electromagnetic emissions, fire resistance, earthquake resistance, ease of
repair/installation/operation, etc.).  Bellcore also tests the conformance
of products to the NEBS requirements, and lists those products in reports.

   In summary, Bellcore sells the requirements, sells the testing service
and sells the results.  Kinda like Underwriters' Labs.
