Moderation ios not going to fix this problem, as a message in a
moderated newsgroup simply contains a field in the header saying it has
been approved by the moderater. If you can forge headers you can
certainly forge that one.

If you were going to move to moderated status I would certainly propose
that the first stage would be a cross-post splitter 'bot - indeed as
most spams are excessively crossposted (my definition, not the official
one) simply making the group 'no crossposts' and then enforcing it with
a 'bot would eliminate most of the rubbish.
