re-negotiaing QoS

In one of the RFI's released recently, the following requirements have =
been included:

1.	During the call, the end-use shall be able to re-negotiate the Qos.
2.	More parties shall be possible to be added even after the call setup.

My comments are:

By the very definition of an ATM call, before setting up a VC the end =
user has to specify the QoS parameters and after that he will not be =
able to change that; and this is the way most switches implement call =
admission control.

But the "renegotiation" mentioned above looks a little awkward. =20

a. 	is this specified as part of ATM Forum recommendations. (UNI =
3.1/4.0)

b.	has any switch vendor implemented such a feature ( even it is =
proprietary)

Similar questions are for the second requirement of adding more parties =
to already established call.

Any comments / directions are helpful.
