ip multicast

Dear friends,
my question doesn't belong to this mailing list, but as I saw an IP
multicast related question, I would dare to ask the following:

Our University campus roter is not IP multicast enabled. However I can
"listen" to the radio stations on Internet (which I suppose to use IP
multicast). Then, how is it possible for my host to join (via IGMP) the
multicast group? Some tunneling like in MBONE?
