Good point: the UDP and TCP packets themselves do not explicitly carry
the QoS requirements for the applications which sent (or expect to
receive) them.

However, the _applications_ themselves do have requirements, however
ill-specified.  That is a major aspect of the question: how _should_
UDP/TCP apps specify their QoS requirements if their packets will be
transported always over IP and in turn sometimes over ATM?
