i've been wondering about this myself.  i mean, ostensibly one way to
do this would be to have the higher layer protocol include information
which is dependent upon the underlying network infrastructure.  thus,
the application would have to know that it was going to send traffic
over an atm network and include pci that would allow an atm vcc to be
set up according to the needs of the application.  this, however, is
an apparent violation of the osi protocol reference model which seeks
isolation among the functions of the model.

the alternative, then, would be to modify the whole protocol stack so
that you stay consistent with the osi prm.  hmmm, violating that prm
sounds like a better idea...

you can find a good example of this approach by looking at the
appendices of the h.323 specification that describes h.323 over atm.
the basic idea is that messages carried over the h.245 control channel
are to include information that includes parameters needed in the
atm setup message.
