my only comment is that i think that mbs is measured in cells and not
in cells/second.

i don't know enough to give you an answer.  but i think that in
selecting these parameters you have to know something about your
traffic pattern, and how bursty it is.  based upon the figures that
you cited above, it suggests to me that you will be able to transmit
a continuous blast of cell traffic at the pcr for up to 15 seconds
and still be in compliance with the traffic descriptor.
