In RFC1577, whenever an ARP Server detects an incoming connection it
gets the ATM address of the CIP client (Server need not and cannot 
broadcast InATMARP Req) from the incoming SETUP message and directs 
an InATMARP Req to find the unknown IP addr of the client. 

Connection to a client in a different LIS has to follow the classical 
IP routed path, i.e., through the router/gateway bet the LISs.
