Please--Question ?

Hello Cyber Experts !

I just got my first cell phone, It was a good used one that I got from a
friend that bought a fancier new one.
  It is an Ericsson DH318vi , It had been working well for my friend for
the last year she used it,  And it seemed to work well when I addopted
it.
Even though it was not subscribed to a phone service, I tested it by
calling 911 a couple of times and it worked perfectly.
   I then did not touch it for two weeks (with the battery removed
because my charger requires it to be seperate from the phone to charge )
   I then put the battery ( Fully charged ) Back in the phone and tested
it with 911 again and it worked perfectly, I then set it down and two to
three seconds later it beeped--flashed it's orange incoming call light
and lit up it's keyboard .
   I thought that I must not have pushed the OFF button LONG ENOUGH
(even though I was reasonably shure that I DID ) 
   So I picked it up and pushed the OFF button Again -- But it would Not
turn off, And after repeated attempts it still to this day will not turn
off !!
  The phone still works normally on 911 (they must be tired of me by now
) but I have to remove the battery to turn it off, And as soon as I put
the battery back in it comes on in the receive incoming calls mode with
it's green light blinking ??
   Can someone tell me what has happened  Is it possible that some type
of signal was sent to my phone to shut it down ?? 
 Does anyone have any ideas or a method to reactivate the OFF button ??
