Yes, it is. The ATM Forum explicitly requires this; see, e.g., UNI 3.1,
Appendix H, ATM User-User Connection ["The same Virtual Channel
Identifier (VCI) is used for both directions of a connection at an
interface."]. I guess that ITU has a similar requirement somewhere.
