QoS params invalid : what happens next?

Hello,

I am developing an application under WinNT 4.0, using Winsock 2 and
ForeThought 4.1.6 annex to Winsock2. I want to ask the following :

Say that the user who is making a connection gives invalid or unsupported
QoS parameters. Then, the network will not make a connection. What happens
with the application? Does it get any notification about this from the
network, and how does this work? WSAConnect() always seems to be succesful,
regardless of whether the connection is actually made (there is always
FD_CONNECT notification).

Also, say that valid parameters are specified, but as the application runs,
the restrictions on the traffic are not met. What happens with the
notification in this case?

All these questions have to do with the Cause IE that Fore SDK provides.
There, Fore has defined several macros which all mean something relative to
network activity. But how can the application know what is the cause for the
disconnection?

To make a long story short, how can these parameters and the Cause IE be
used? What are they supplied for?

Any hint would be highly appreciated.
