Now I'm at a loss - the intent never was to do testing for
testing's sake.  We did Cells in Frames to support a
project to replace the campus PBX with a data network-based
jobbie we were developing.  If you take the state of the
art in 1995 and work backwards from "voice switching costs
too much" the project makes a certain amount of sense -
there was lots of ATM switching software around and
virtually nothing for implementing IP-based QoS.  I'll
agree with you that the project would have been silly if we
hadn't been assuming that there would be some sort of
priority queuing in the attachment device, as well at least
one low-delay queue in the endsystem.

Needless to say, if we had to solve this problem *now*
we wouldn't do CIF.
