B-ISUP or PNNI

Hi,
 For ATM svc service,ITU defined Q.276X series RECOMM many years ago.
for B-ISUP signaling used in NNI SIGNALING for Public ATM network.
However, I find most vendors implement PNNI and deployed in some public
ATM networks for inter-switch signaling.
Can anybody kindly give some comments why PNNI is their choice rather
than B-ISUP? thanks.
