I think so.  I worked on one at my previous job, don't know
if that version shipped yet.

Formally I don't think so, but in practice you can't do a 
reasonable job on a hierarchical network without this.

Not that I know of.  Designing the algorithm for mapping a
peer group's topology into a complex node representation is
one of the more interesting "exercises for the designer" that
PNNI offers you.
